PostgreSQL 是一種進階物件關聯式資料庫管理系統 (DBMS)。PL/Perl 和 PL/Tcl 允許使用者以 Perl 和 Tcl 語言寫入 PostgreSQL 函式。建立新 PostgreSQL 函式時可使用的 PostgreSQL SECURITY DEFINER 參數，指定函式需以建立該函式的使用者權限執行。
據發現，使用者可利用 PL/Perl 和 PL/Tcl 語言的功能，藉此修改不同使用者所建立 SECURITY DEFINER 函式的行為。如果使用 PL/Perl 或 PL/Tcl 語言實作 SECURITY DEFINER 函式，經過驗證的資料庫使用者就可使用 PL/Perl 或 PL/Tcl 指令碼，修改該函式之後續呼叫期間在相同工作階段中的行為。這會導致系統也透過建立 SECURITY DEFINER 函式的使用者權限執行經過修改或插入的程式碼，因而造成權限提升。
